The Vikram and Shaka year numbers change at Chaitra Shukla Pratipada (March 2026) in most of north India. In Gujarat the Vikram year changes after Diwali, so the number can differ there. The national civil calendar date is worked out from the official rule that Bhadra begins on 23 August (31 days), which makes 21 September the 30th of Bhadra.

When does the Hindu date change? (tithi timeline)
In the Hindu calendar the weekday changes at sunrise, but the tithi can change at any hour, in the afternoon or late in the evening. That is why one English date often has two tithis. The tithi running at sunrise gives the day its name. Here is the timeline on the English clock, from the official Rashtriya Panchang (all times IST):

What is a panchang?
“Panchang” means five limbs. It is a Hindu calendar that lists five things for each day: the tithi (lunar day), vaar (weekday), nakshatra (lunar mansion), yoga and karana. Many families use it to choose a convenient time for prayers, festivals and important family events.
How we checked these times
The tithi, nakshatra, yoga and karana times on this page match the official Rashtriya Panchang 1948 Saka (2026–27) of the Positional Astronomy Centre, India Meteorological Department: Dashami ends at 8:01 PM, Uttarashadha nakshatra runs through the day, Sobhana yoga ends at 4:06 PM, and the karanas are Taitila, Gara and Vanija. The book also gives this date as 30 Bhadra 1948 in the national calendar. Its tables are for all of India in IST and do not include a separate Ujjain table, so the Ujjain sunrise, sunset, Rahu Kalam and muhurat times come from public panchang calculators and our own astronomical calculation, which agreed within about a minute.
